Questions You Should Ask Before Applying for a Cannabis License in Canada

BC Liquor and Cannabis Regulation Branch has amended BC alcoholic beverage manufacturers license terms and conditions. Announced in LCRB Bulletin 25-03, the update extends the temporary direct delivery policy which expired on June 30, 2025. Liquor manufacturers may continue to deliver directly to retail customers from their on-site storage or registered off-site storage facilities until June 30, 2027 (inclusively).
Key Details
- “Retail customer” is defined as a member of the public who purchases liquor products from the manufacturer’s on-site store for personal consumption
- Manufacturers may deliver, but not sell liquor from their off-site storage
- Customers must pay for the liquor products at the manufacturer’s on-site store, online shop, or by phone
- Customers may not purchase products from the manufacturer’s off-site storage
- Manufacturers may use their own employees or a third-party service to make deliveries

History of the Off-Site Storage Policy
The policy has been extended several times since it was first introduced on July 31, 2020 in Policy Directive 20-21. The policy was in response to the COVID-19 pandemic and was intended to mitigate the financial impact of pandemic restrictions and closures on BC liquor manufacturers.
