AGLC Launches New Sphere System for Alberta Liquor & Cannabis Businesses
September 13, 2026Applying for a cannabis store licence in BC involves more than completing an online form. Before submitting a BC retail cannabis license application, applicants should confirm provincial requirements, local rules and the local government or Indigenous Nation recommendation process.
Below are seven issues that need resolution before you submit your application. Ensuring all of these things are addressed can greatly reduce unnecessary delays.
1) Check Local Requirements Before Applying
Before applying for the license with the BC Liquor & Cannabis Regulation Branch (LCRB), prospective cannabis retailers should find out if municipal or Indigenous Nation input is required for the physical location of the store.
Local requirements may include zoning, development permits, business licensing, fees, location restrictions and consultation procedures.
The BC Government’s Role of Local Governments and Indigenous Nations in Cannabis Retail Licensing page explains how local governments and Indigenous Nations consider applications, gather residents’ views where required, and provide a recommendation to the LCRB.
2) Prepare for the Recommendation Process
Where a presentation or public consultation is required, preparation matters. Decision-makers will want to know who the applicants are, how the store will operate and what the business will contribute to the local community.
A cannabis license consultant can help applicants anticipate questions and organize presentation information. Thrive Liquor & Cannabis Advisors worked with Avenue Cannabis on public consultation and its Council presentation. The Avenue Cannabis presentation addressed local ownership, employment, accessibility, parking, security, neighbourhood impacts and community support. The Avenue Cannabis license was approved.
3) Make Sure the Proposed Location Works
Applicants should confirm that a proposed location complies with local zoning and other requirements before making major commitments. Local governments and Indigenous Nations may have rules involving store locations or proximity to schools, daycares, recreation facilities or other retailers.
4) Confirm Your Interest in the Property
Applicants must demonstrate sufficient ownership or control of the premises before a licence can be issued. This may include ownership, a lease, an agreement to purchase or lease, or another arrangement acceptable to the LCRB.
5) Prepare Complete Ownership and Associate Information
Directors, shareholders, partners and associates may be subject to security screening and financial integrity checks. Missing or inaccurate documentation can slow the process.
6) Get Store Plans and Security Details Right
Applicants should understand requirements for floor plans, entrances and exits, secure storage, alarms and security cameras. The Cannabis Retail Store Licence Handbook (PDF) is a useful reference when planning the premises.
Thrive’s cannabis store license services include application assistance, location sourcing, floor-plan review, security plan coordination and other start-up support.
7) Plan for the Final Steps
Approval in principle is not permission to open. Applicants must still satisfy applicable requirements and complete the final LCRB inspection before retail sales can begin.
